Program Standards

Graduate Programs

The College of Education has established standards for each of our programs. These standards guide the development of our programs and assist our students in becoming effective professionals in the education field.

The program standards integrate state, national and specialty-area standards into one cohesive set of standards. These standards are used to formatively and summatively assess the knowledge and skills of our students related to their program content and skill sets.

Domain One: Leadership

1A Knowledge of Content and Leadership
The proficient administrator:
  1. Communicates effectively.
  2. Identifies the principles of developing and implementing strategic and/or school improvement plans.
  3. Utilizes consensus building and/or site-based management.
1B Dispositions and Values Related to Leadership
The proficient administrator:
  1. Promotes continuous school improvement.
  2. Creates an inclusive community with school staff.
  3. Commits to ensuring that students have the knowledge, skills and values needed to become successful adults.
  4. Examines one’s own assumptions, beliefs and practices.
  5. Creates a school vision.
1C Performances Related to Leadership
The proficient administrator:
  1. Communicates and models the vision and mission of the school effectively to staff, parents, students and community members.
  2. Integrates strategic plans to align efforts and leverage resources.
  3. Assesses data related to student learning used to develop the school vision and goals.
  4. Fosters and nurtures a culture of responsible risk-taking that promotes continuous innovation in technology.

Domain Two: Curriculum and Instruction

2A Knowledge of Curriculum and Instruction
The proficient administrator:
  1. Identifies student growth and development, learning theories and motivational theories.
  2. Applies the principles of effective instruction and evaluation.
  3. Uses technology in promoting student learning and professional growth.
2B Dispositions and Values Related to Curriculum and Instruction
The proficient administrator:
  1. Promotes life-long learning for self and others.
  2. Infuses professional development as an integral part of school improvement.
  3. Promotes a safe and supportive learning environment.
2C Performances Related to Curriculum and Instruction
The proficient administrator:
  1. Measures instructional practices using a variety of techniques including technology.
  2. Develops processes that identify, clarify and address barriers to student learning.
  3. Implements professional development that promotes a focus on student learning consistent with the school vision and goals.
  4. Infuses diversity in developing learning experiences.
  5. Develops programs that meet the needs of special education students and their families.
  6. Provides for the use of technology to meet the individual needs of learners in a student-centered learning environment.
  7. Identifies uses and evaluates appropriate technologies to enhance and support curriculum and instruction that lead to high levels of student achievement.
  8. Ensures that multiple opportunities to learn are available to all students.
  9. Assures that quality professional development opportunities exist for learning and teaching with technology.

Domain Three: Management Practices

The proficient administrator:
  1. Exhibits a sound understanding of theories and models of organizations and the principles of organizational management.
  2. Identifies the principles and issues relating to fiscal operations of school management.
  3. Identifies the principles and issues relating to school facilities and use of space.
  4. Employs current technologies that support management functions.
3B Dispositions and Values Related to Management Practices
The proficient administrator:
  1. Exemplifies high-quality standards, expectations and performances.
  2. Involves stakeholders in management processes.
  3. Practices a data-driven decision-making process.
3C Performances Related to Management Practices
The proficient administrator:
  1. Designs policies and procedures to drive continuous system improvements and to support technology replacement cycles.
  2. Implements operational procedures designed and managed to maximize opportunities for successful learning.
  3. Resolves problems and conflicts in a timely manner.
  4. Supports continuous improvement and modifies organizational systems as needed.
  5. Manages fiscal resources of the school responsibly, efficiently and effectively.

Domain Four: Community

4A Knowledge of Community Interests and Needs
The proficient administrator:
  1. Identifies emerging issues and trends that potentially impact the school community.
  2. Utilizes available community resources.
  3. Develops community relations, partnerships and marketing strategies.
4B Dispositions and Values Related to Community
The proficient administrator:
  1. Utilizes diversity to impact the school community.
  2. Promotes the concept of families as partners in the education of their children.
4C Performances Related to Community Interests and Needs
The proficient administrator:
  1. Engages in community outreach activities with service agencies and organizations.
  2. Integrates community youth family services with school programs.
  3. Establishes partnerships with area businesses, institutions of higher education and community groups.
  4. Uses public resources and funding wisely.
  5. Develops effective relationships with community leaders and the media.

Domain Five: Social, Ethical, Legal and Human Issues

5A Social and Human Issues
The proficient administrator:
  1. Engages in activities ensuring that all individuals are treated with fairness, dignity and respect.
  2. Recognizes and celebrates student and staff accomplishments.
  3. Assesses school culture and climate on a regular basis.
  4. Demonstrates a sound understanding of school cultures.
  5. Examines and considers the prevailing values of the diverse school community.
  6. Treats community stakeholders equitably and ensures equity of access to technology resources.
5B Ethical and Legal Issues
The proficient administrator:
  1. Ensures that the school community works within the framework of policies, laws and regulations enacted by local, state, and federal authorities.
  2. Applies laws and procedures fairly, wisely and considerately and fulfills legal and contractual obligations.
  3. Maintains confidentiality and privacy of school records.
  4. Bases the decision-making process on ethical principles.
  5. Demonstrates a personal and professional code of ethics.
  6. Considers the impact of one’s administrative practices on others.
  7. Identifies, communicates, models, and enforces legal and ethical practices related to technology use.
  8. Promotes and enforces security and online safety related to the use of technology.
